The University Grants Commission's Minimum Standards and Procedures for Award of PhD Degree Regulations, 2022 changed several long-standing rules for doctoral research in India. Here is what scholars and supervisors most often ask about. Universities may add their own requirements, so always read your university's ordinance alongside the UGC regulations.

Eligibility: the four-year degree route

Students with a four-year (eight-semester) bachelor's degree can apply for a PhD directly, provided they meet the minimum CGPA set in the regulations (75% marks or an equivalent grade, with relaxation for reserved categories). Candidates with a master's degree remain eligible as before. The MPhil programme has been discontinued.

Admission

Admission may be through national tests such as UGC-NET/JRF or through a university or institutional entrance test followed by an interview. The written test is expected to give weight to research methodology as well as subject knowledge.

Coursework

PhD scholars complete coursework, which typically includes research methodology and a course on Research and Publication Ethics (RPE). UGC made RPE compulsory for PhD coursework in 2019; it covers topics such as plagiarism, publication misconduct and predatory journals.

Is publication mandatory before submission?

Under the 2022 regulations, publishing research papers in journals before submitting the thesis is no longer a mandatory UGC requirement. However, many universities, departments and supervisors still expect or encourage publications — and publications strongly influence academic job prospects. Treat publishing as a career priority even where it is not a rule.

Duration

The regulations set a minimum duration of three years including coursework and a maximum of six years, with a limited extension possible through re-registration. Additional relaxation is provided for women scholars and persons with disabilities, along with maternity and child-care leave provisions.

Part-time PhD

Part-time PhDs are permitted, subject to the same standards as full-time programmes. Working professionals typically need a no-objection certificate from their employer confirming that they will have time and facilities for research.

Plagiarism and similarity checks

Theses are checked with similarity-detection software before submission. UGC's 2018 academic-integrity regulations set graded consequences depending on the level of similarity, excluding permitted items such as quotations, references and common knowledge. Proper paraphrasing and citation from the start of your writing is far easier than fixing similarity issues at the end.

What this means for you

  • Plan your milestones around the minimum and maximum duration from day one
  • Take RPE seriously — it covers exactly the mistakes that delay submissions
  • Publish strategically, even where it is not mandatory
  • Run your own similarity check early on each chapter
Regulations and university ordinances are updated from time to time. Check the latest notifications on the UGC website and your university's PhD ordinance before relying on any specific rule.
